1Enter Your Information
Enter your Hearing ID, first name, last name, email address, phone number, and select "Continue." Your Hearing ID can be found at the end of your hearing notice under "Virtual Hearing Available."

2Select Your Role
Select whether you are a claimant, claimant attorney, carrier attorney or witness/other participant. If you are an Attorney on a case with a fee interest only, you should sign in by selecting the Other Participant role.

3Wait For Your Hearing To Be Called
You will be notified with a pop-up when your hearing is called. Select "Enter Hearing" and your hearing will open automatically in a new tab. You must enable your audio and webcam connection.

The New York State Workers’ Compensation Board (Board) conducts virtual hearings in order to enable parties of interest in workers’ compensation cases to meet without having to be physically present at a hearing site. The Board conducts virtual hearings through its Virtual Hearing Center (VHC) application, and maintains verbatim recordings of the hearings.
The Board maintains the hearing record pursuant to New York Workers’ Compensation Law (WCL) §§25(3)(c) and 142(5). Recording the hearing by other users is strictly prohibited by 12 NYCRR 300.9(c).
The VHC application and all data on it are the property of the Board. Unauthorized use or attempted unauthorized use of this application is not permitted and may constitute a federal or state crime. Users shall access the VHC application only in cases in which they are a party of interest.
Users must comply with all Federal and State laws, regulations and policies applicable to the use of the VHC application, including but not limited to WCL § 110-a, which makes it unlawful for any person who accesses Board records or individually identifiable information from Board records to disclose such information to any person who is not otherwise lawfully entitled to obtain these records. Users are required to safeguard their passwords and limit access to this system to authorized personnel.
Any use of the VHC application, whether authorized or not, may be monitored, intercepted, recorded, read, copied, accessed or captured by authorized Board personnel without additional notice to users for security purposes. Any communications made prior to the official commencement of a hearing may be recorded.
By logging into the VHC application you agree that you will utilize this application only for the purpose intended and recognize that any mischievous or malicious activity is expressly prohibited and may subject you to legal action. Such activity includes any unauthorized attempt to access data, or to modify, reverse engineer, reverse compile, or disassemble the Software.
